Belize vs Panama Real Estate: Which Is Better in 2026?

Will Mitchell/October 25, 2026

Belize vs. Panama Real Estate: Which Country Is Better for Living, Retiring, and Investing in 2026?

By Will Mitchell | Regional Owner, RE/MAX Belize

Two beautiful Central American countries. Two completely different real estate markets. One important question: Does your money buy you a better lifestyle and investment opportunity in Belize or Panama? If you're considering buying property overseas, retiring in Central America, or investing in vacation rentals, you've probably come across both countries. Belize offers Caribbean islands, turquoise water, English-speaking communities, and an emerging real estate market where beachfront land and development opportunities are still accessible. Panama offers something different: modern cities, impressive infrastructure, international banking, world-class shopping, and a more developed real estate landscape.

But which country makes the most sense financially?

I traveled throughout Panama, toured everything from luxury penthouses in Panama City to developments in Boquete, and met with local real estate professionals, immigration attorneys, and property experts. Then I compared those experiences with the opportunities we're seeing here in Belize.

In this guide, we're breaking down:

  • Real estate prices and property ownership

  • Property taxes, capital gains, and closing costs

  • Residency and retirement programs

  • Airbnb and short-term rental investment potential

  • Property appreciation and long-term growth

  • Infrastructure, healthcare, and lifestyle

  • Actual properties available in both countries

After exploring both markets, I found that Panama offers a more developed lifestyle and infrastructure today, while Belize offers an emerging-market investment opportunity with a different pace of life.

Neither country is perfect for everyone. Let's compare them.

Belize vs. Panama: Quick Comparison

The biggest difference isn't simply what your money can buy.

It's the type of lifestyle and investment strategy each country supports.

1. Economy and Infrastructure: Panama Has the Advantage

One of the biggest differences between Belize and Panama is economic diversification. Panama has spent decades developing itself into an international logistics and financial hub. At the center of that development is the Panama Canal. The canal allows vessels traveling between major global markets to avoid navigating around South America. Beyond the engineering achievement, it has played an enormous role in shaping Panama's economy. That activity supports a broader network of ports, logistics providers, businesses, banks, and infrastructure investments. Add Copa Airlines, Panama City's financial district, international corporations, and a substantial service sector, and you get a country with a more diversified economy than Belize. When you arrive in Panama City, that difference becomes immediately apparent. You'll see modern skyscrapers, extensive shopping malls, luxury condominiums, and international hotel brands. In some neighborhoods, you could almost imagine yourself in Miami.

How Belize compares

Belize has a much smaller economy, with tourism, agriculture, and related services playing important roles. However, its size is also part of its attraction. Instead of massive commercial districts and extensive high-rise development, you'll find smaller communities, Caribbean islands, beachfront resorts, and areas where tourism and residential development are still evolving. For an investor, this creates a different proposition. Panama provides access to established infrastructure. Belize may appeal to buyers interested in getting involved earlier in the development of particular destinations.

My take: Panama wins on economic diversification and infrastructure, but Belize's smaller scale may appeal to investors seeking opportunities in emerging areas.

2. Can Foreigners Own Property in Belize and Panama?

Foreign ownership is one of the most important considerations when purchasing real estate internationally. Fortunately, both Belize and Panama generally allow foreigners to own titled real estate.

Buying property in Belize

Belize uses a legal system based on English common law. Foreign buyers can generally acquire freehold title, with ownership rights comparable to those of Belizean citizens. For English-speaking buyers, this offers several practical advantages. Property contracts, title documents, and legal proceedings are conducted in English, making the purchase process easier to understand. Belize also has a public coastal reserve. The commonly referenced 66-foot reserve along the sea requires careful consideration when purchasing beachfront property. That doesn't prevent beachfront ownership, but buyers should understand the relevant coastal boundaries, survey, and public-access requirements.

Buying property in Panama

Panama also offers substantial protections for foreign property owners. However, its legal documents and processes are primarily conducted in Spanish, and certain land categories require additional caution. During our Panama trip, local real estate professional Saleem explained the importance of distinguishing titled property from Rights of Possession, often called ROP property. Rights of Possession arrangements are fundamentally different from registered fee-simple title. Buyers should also be aware of restrictions affecting certain border and island properties.

Which is easier?

For an English-speaking investor purchasing properly titled land, Belize offers an especially straightforward environment. Panama is also accessible to foreign buyers, but working with a knowledgeable local attorney is essential. Regardless of the country, never skip independent title verification, surveys, and legal due diligence.

3. Property Taxes: Belize vs. Panama

Taxes can have a substantial impact on investment returns, especially for properties held over many years. A property producing impressive rental income may be far less attractive once property management, financing, insurance, taxes, and maintenance are included.

Let's compare the two systems.

Property taxes in Belize

One of Belize's advantages is its generally low annual property-tax burden. In many locations, annual taxes can be surprisingly modest compared with those in North America. Take Secret Beach on Ambergris Caye. In our video, I tour a home I'm developing in an area where entry-level lots have been advertised starting around $50,000. For certain properties in this area, annual land taxes may be only a relatively small amount. However, taxes vary by location, valuation, and the applicable local authority, so buyers should always verify the actual amount. Belize also does not generally impose a capital gains tax on real estate sales or an estate tax. Transfer-related taxes and other obligations still apply, of course.

Property taxes in Panama

Panama's annual property taxes are more substantial, but they are still competitive relative to many expensive North American markets. Panama has a progressive property-tax system that distinguishes qualifying primary residences from other property. Qualifying primary residences receive an exemption on the first $120,000 of registered taxable value, while non-primary properties generally have a smaller exemption. For non-primary properties, marginal rates can reach 1% on the higher taxable bands. Certain properties may also benefit from tax exemptions or incentives, although buyers must confirm eligibility and remaining exemption periods before purchasing. Panama also generally imposes a 2% real estate transfer tax and rules relating to gains or withholding on sales.

Which country has better real estate taxes?

For buyers focused on minimizing annual carrying costs and taxes on appreciation, Belize has notable advantages. Panama provides a developed market and infrastructure, but investors need to account carefully for property taxes, transaction costs, and potential capital gains obligations.

My take: Belize has the edge on several core real estate tax considerations, particularly for long-term landowners.

However, individual tax residency, ownership structure, and U.S. or other home-country tax obligations can materially change the comparison.

4. Residency: Is It Easier to Move to Belize or Panama?

One of the most common questions I hear is:

If I purchase property in Belize or Panama, can I live there permanently?

Both countries offer residency options, but the programs differ considerably.

Residency options in Belize

Belize has several possible pathways.

Qualified Retirement Program (QRP)

Belize's QRP program is designed for qualifying applicants aged 40 or older who can demonstrate sufficient eligible retirement income.

The program generally requires at least $2,000 USD in monthly qualifying income and offers benefits that can include certain import-duty exemptions.

The QRP is particularly appealing to people who want to retire or spend substantial time in Belize without traditional local employment.

Permanent residency

Another pathway involves establishing the required period of qualifying lawful residence in Belize before applying for permanent residency.

Applicants must satisfy immigration requirements, including those relating to time spent in the country.

Employment-based pathways

People with appropriate employment and authorization may be eligible to live and work in Belize through the relevant work-permit and immigration processes.

Investment-related residence

Belize also has investment-related immigration options that may be available to qualifying applicants, subject to investment and other requirements.

Importantly, buying any property in Belize does not automatically grant residency.

Residency options in Panama

Panama has developed several immigration pathways that attract international buyers.

For this portion of our video, I spoke with Itzel Sitton, founder and managing partner of Sitton Law in Panama City.

Qualified Investor Visa

Panama's Qualified Investor program can offer expedited permanent residency through qualifying investments.

Under September 2026 changes, the property investment threshold is $300,000 for eligible first-sale properties and $500,000 for qualifying resale properties.

Applicants must meet additional conditions relating to the source of funds, investment documentation, and ongoing compliance.

Friendly Nations Visa

Citizens of qualifying countries may be able to apply through the Friendly Nations program, using approved economic or professional connections to Panama.

The application process and qualifying conditions depend on the category selected.

Pensionado Visa

Panama also offers its well-known Pensionado program for qualifying people receiving a lifetime pension.

The normal minimum is $1,000 per month, with a potential $750 threshold for certain applicants who also meet the qualifying property-ownership requirement.

This option is particularly relevant to retirees and is separate from the investment-based programs.

Which country is better for residency?

Panama offers several structured routes for retirees and qualifying investors, including expedited permanent residency programs.

Belize offers a more English-speaking environment, its QRP program, and a longer-established residency pathway for people actually living in the country.

My take: Panama has an advantage for certain investors seeking a relatively direct investment-based residency route.

For retirees who prioritize English-speaking daily life and the Caribbean lifestyle, Belize remains a compelling option.

5. Airbnb and Vacation Rental Income: Belize vs. Panama

Now let's get into one of my favorite topics: real estate investing for cash flow. When buying an investment property, I always encourage people to look beyond occupancy rates. What really matters is the relationship between:

Average Daily Rate × Occupancy × Available Nights = Gross Room Revenue

And from that revenue, you still need to deduct operating expenses to determine your return.

Why Belize vacation rentals are interesting

Belize attracts travelers looking for experiences. Guests visit for diving, snorkeling, fishing, the barrier reef, beaches, Mayan ruins, jungle adventures, and private villas. In popular destinations like Ambergris Caye, vacation rental owners can potentially command higher nightly rates by offering the amenities travelers value most. These can include private pools, waterfront access, boat docks, multiple ensuite bedrooms, and professional property management.

Mahogany Bay Village rental performance

During our video, I interviewed Elliot Budd of MMB Management, a company managing vacation rentals in Mahogany Bay Village on Ambergris Caye. Elliot explained why maximizing nightly rates can be more important than simply pushing occupancy as high as possible. A home renting for fewer nights at a stronger rate can sometimes generate a better net return than one that is constantly occupied at heavily discounted rates. According to the property-management figures shared in our video, gross rental revenues among homes in the referenced management portfolio ranged from approximately $50,000 to $180,000 annually. Those figures are examples from a specific portfolio, not market-wide averages or guaranteed future performance. The team also discussed property-management arrangements, amenities, and the importance of creating a strong guest experience.

Vacation rental regulations in Belize

Belize vacation rentals are regulated through the Belize Tourism Board. Qualifying tourist accommodations require appropriate licensing, and the published tourist accommodation tax is 9%. Other business taxes and operating obligations may also apply. Before purchasing a property, investors should calculate their full operating costs rather than simply estimating gross rental revenue.

Panama's short-term rental market

Panama has a different tourism profile. Panama City attracts substantial business travel, international transit passengers, and visitors seeking urban experiences. Many travelers stay at established international hotel brands. The city also has extensive condominium inventory. While strong occupancy may be possible, rental operators need to consider competition, pricing pressure, management expenses, and legal restrictions. One especially important issue is the short-term rental restriction in the District of Panama. Under the framework discussed in our video, renting for periods shorter than 45 days generally requires the appropriate tourist accommodation authorization. Owners should never assume that purchasing a condominium automatically gives them the right to operate an Airbnb. Condominium association rules can impose additional restrictions.

What about Boquete and Bocas del Toro?

Panama has vacation destinations beyond the capital. Boquete attracts visitors interested in mountains, cooler weather, outdoor recreation, and retirement. Bocas del Toro offers Caribbean island experiences more comparable to certain destinations in Belize. Both deserve consideration from vacation rental investors. However, their occupancy patterns, seasonality, average rates, and competition differ substantially from Panama City.

Which market offers better Airbnb investment potential?

Based on the market examples discussed in our video, Belize's leading tourism destinations can offer attractive nightly rates and vacation-focused accommodation demand.

Panama offers a larger, more developed accommodation market, but investors must pay close attention to property-specific licensing and competition.

My take: Belize is particularly attractive for buyers focused on premium vacation rentals in established tourism destinations such as Ambergris Caye.

However, there is no universal winner. A profitable investment depends on acquisition price, actual rental performance, expenses, and legal eligibility.

6. Property Appreciation: Where Is the Greater Upside?

Property appreciation is another key consideration.

If you purchase a property for $300,000 today, what factors could cause it to become worth $400,000, $500,000, or more in the future?

Demand, infrastructure, tourism, financing, land availability, and construction costs all play important roles.

Belize's island property market

One of the most interesting features of Ambergris Caye is its limited land supply.

You cannot manufacture additional natural island coastline.

When tourism and residential demand increase, that limited supply may contribute to appreciation, particularly in desirable waterfront locations.

That doesn't mean every property will appreciate.

Location, access, utilities, development restrictions, and purchase price still matter.

But scarcity is a fundamental characteristic of the market.

Secret Beach: an emerging investment area

Secret Beach is one of the destinations I find particularly interesting.

Historically, much of Ambergris Caye's development concentrated along the eastern shoreline, facing the Belize Barrier Reef.

Secret Beach sits on the western side of the island, offering calmer waters and spectacular sunset views.

In our video, I toured the Grand Mayan 2 Canal area, where entry-level lots were being marketed from approximately $50,000 and certain waterfront opportunities from around $135,000.

The area is still developing, and infrastructure remains a critical consideration.

Road improvements, electricity expansion, water systems, and increasing commercial activity could influence future property demand.

However, investors need to understand the cost of development and the possibility that infrastructure improvements may take longer than expected.

Panama's appreciation potential

Panama offers investment opportunities in established residential markets, luxury developments, and growing communities outside the capital.

Areas such as Santa María, Costa del Este, Ocean Reef, and Boquete appeal to different buyer profiles.

Panama also offers more developed local banking and financing infrastructure, which can support market activity.

However, increased construction and condominium supply can create competition for owners seeking resale appreciation.

My assessment

Belize offers a different stage of real estate development, especially in select island and coastal communities.

Panama offers developed neighborhoods with existing amenities and a broader economic base.

For investors comfortable with development risk and longer holding periods, emerging Belize markets deserve consideration.

For buyers prioritizing completed infrastructure and established urban neighborhoods, Panama may be preferable.

7. Real Estate Prices: What Can You Actually Buy?

This is where the comparison becomes especially interesting. During our video, we toured properties at dramatically different price points. From $50,000 lots in Belize to a $3.5 million penthouse in Panama City, both countries offer options for different budgets.

$3.5 Million Penthouse — Panama City

One of the most impressive properties we toured was an enormous Panama City penthouse. The property featured approximately 1,100 square meters of space, multiple living levels, panoramic views, and a rooftop entertainment area. The asking price was $3.5 million. Compare that with what a similarly sized luxury penthouse might command in markets like Miami or New York, and you can see why Panama attracts international luxury buyers.

La Maison by Fendi Casa — Santa María, Panama

Another highlight was La Maison by Fendi Casa in Santa María.

The residence toured in our video measured approximately 432 square meters, or around 4,500 square feet.

Santa María is one of Panama City's established luxury residential communities, featuring a golf course designed by Jack Nicklaus.

For buyers seeking branded luxury condominiums, security, amenities, and modern architecture, this represents the type of property Panama does exceptionally well.

Ocean Reef Islands — Panama City

Ocean Reef is another premium option.

Located on artificial islands off Panama City, it offers luxury residences, marina access, and a waterfront lifestyle.

During our visit, we toured projects including The Palms, Ocean Reef Park, and Club Residences.

For buyers who want boating amenities combined with urban convenience, Ocean Reef is worth investigating.

Mahogany Bay Village — Ambergris Caye, Belize

Now let's compare those luxury condominium developments with Belize.

In Mahogany Bay Village, we toured a three-bedroom, three-and-a-half-bathroom Latitude 20 home marketed for just under $1 million.

The property features ensuite bedrooms, a private pool, open-plan living, and canal access.

For boaters, the canal system provides an especially appealing lifestyle feature.

Mahogany Bay also has a developed vacation rental and property-management ecosystem, which may appeal to owners interested in generating income when they're not using their home.

Red Rock Belize — Waterfront Estate

In Red Rock Belize, we toured a large waterfront residence with approximately 4,800 square feet of living space.

The property includes five bedrooms, four bathrooms, a pool, extensive outdoor entertaining space, and waterfront access.

The property sits on approximately 0.42 acres.

This illustrates one of Belize's distinguishing features: buyers can find large, low-density waterfront homes that offer a very different experience from urban condominium living.

Beachfront Land — San Pedro, Belize

One of the properties featured in the video was an approximately 61-foot-wide beachfront lot with around 87 feet of depth.

Its advertised asking price was $425,000.

The lot featured an existing seawall and a location facing Belize's Caribbean coastline.

We also highlighted a neighboring residence advertised separately at approximately $1.1 million.

For buyers interested in creating a custom beachfront property, the ability to purchase land and design a home is a significant part of Belize's appeal.

All prices mentioned are examples from the video and should be reconfirmed for current availability and pricing.

8. Lifestyle: Living in Belize vs. Panama

This may ultimately be the most important part of the comparison. Not everyone wants the same lifestyle. Some people want luxury shopping malls, restaurants, professional services, international schools, and access to major hospitals. Others want to wake up overlooking the Caribbean Sea, spend the morning fishing, and enjoy a quieter lifestyle.

Living in Panama

Panama City provides a modern metropolitan lifestyle. Neighborhoods such as Costa del Este and Santa María offer high-rise residences, shopping, restaurants, established residential communities, and numerous conveniences. Panama also has beaches, islands, mountains, and popular retirement destinations like Boquete. You can enjoy city life while still having access to outdoor activities. Panama's healthcare infrastructure is another important advantage, particularly in its major cities.

Living in Belize

Belize offers a very different experience. The Belize Barrier Reef, Caribbean islands, diving, snorkeling, boating, fishing, and inland jungle destinations are central to its lifestyle appeal. One day you can be exploring Mayan archaeological sites. Another day you can be diving near Turneffe Atoll or relaxing on the beaches of Ambergris Caye. Another important difference is the English language. For buyers from the United States, Canada, or other English-speaking countries, being able to communicate easily with local service providers, attorneys, businesses, and neighbors can make relocation more straightforward. Belize also has a remarkably diverse cultural heritage, including Maya, Garifuna, Mestizo, Creole, Mennonite, and other communities. It offers an environment quite different from a large North American city.

Which lifestyle is better?

If you want major-city amenities, international shopping, and more extensive urban healthcare access, Panama may be the better fit.

If you want an English-speaking Caribbean environment, marine activities, and a smaller-community lifestyle, Belize may be more appealing.

The key is understanding what you actually want your everyday life to look like.

9. Is Belize or Panama Better for Retirement?

Both countries appeal to international retirees.

Panama has more extensive big-city infrastructure, private healthcare options, international services, and specific residency programs designed for qualifying pensioners.

Belize offers English-speaking communities, warm weather, Caribbean coastlines, and retirement-focused destinations.

However, there are trade-offs.

Someone with significant ongoing medical needs may place a high value on proximity to major hospitals.

Someone who values boating, beaches, community, and a slower pace might prefer Belize.

Before moving to either country, I recommend spending meaningful time in the exact community where you are considering living.

A fantastic vacation destination is not automatically the right place to retire full-time.

10. Which Country Is Better for Real Estate Investment?

Here is how I would summarize the opportunities.

Investment priorityCountry worth consideringLower annual property carrying costsBelizeModern luxury condominiumsPanamaVacation-focused Caribbean villasBelizeMajor-city infrastructurePanamaEnglish-speaking legal and business environmentBelizeInvestment-based residency programsPanamaEmerging coastal development opportunitiesBelizeEstablished urban neighborhoodsPanamaLarge waterfront estatesBoth, depending on locationRetiring near extensive urban healthcarePanama

These are qualitative comparisons, not guaranteed investment outcomes.

A good deal in either country may outperform a poor investment in the other.

The property's location, acquisition price, legal status, rental performance, and long-term demand are ultimately more important than the country name alone.

Final Verdict: Belize or Panama?

After traveling through Panama, touring some incredible properties, and speaking with experts and residents, I came away impressed.

Panama offers a sophisticated lifestyle.

Its infrastructure, urban development, luxury real estate, and international connectivity are significant strengths.

For someone looking to relocate from a major North American city without giving up many familiar conveniences, Panama makes a compelling case.

But Belize represents something different.

Belize is smaller, less densely developed, and more focused on Caribbean tourism and outdoor living.

In areas such as Ambergris Caye, Secret Beach, Mahogany Bay Village, and other emerging communities, buyers can explore opportunities that differ fundamentally from the condominium-led markets of Panama City.

My personal view is that Panama offers a more established lifestyle today, while Belize offers exciting opportunities in selected emerging real estate markets.

That does not guarantee Belize will appreciate faster or generate superior rental returns.

It means the two countries are suited to different buyers, goals, and risk tolerances.

If you're considering investing in either location, my strongest recommendation is simple:

Visit both.

Tour actual properties.

Speak to local professionals.

Understand the full cost of ownership.

And make your decision based on the lifestyle and investment strategy you're trying to build.

Frequently Asked Questions

Can Americans buy property in Belize?

Yes. Americans and other foreign nationals can generally purchase titled real estate in Belize, subject to applicable laws and due diligence.

Can Americans buy property in Panama?

Yes. Foreign buyers can generally purchase titled property in Panama, although restrictions and special considerations apply to certain properties, particularly those near borders or involving untitled possession rights.

Does Belize have capital gains tax on real estate?

Belize generally does not impose a separate capital gains tax on real estate appreciation. However, transfer taxes, business tax considerations, and tax obligations in the investor's country of residence may still apply.

Is Panama good for Airbnb investing?

Panama can offer opportunities for short-term rental investment, but local regulations are crucial. In the District of Panama, short stays generally require the appropriate authorization, and individual condominium rules may impose additional restrictions.

Is Belize good for vacation rental investment?

Popular destinations such as Ambergris Caye attract vacation travelers seeking beachfront accommodations, private pools, and Caribbean experiences. Rental profitability varies by property, market demand, operating expenses, and professional management.

Does buying property in Belize give you residency?

Property ownership alone does not automatically confer residency. Belize has separate immigration pathways, including its Qualified Retirement Program and other residency categories.

Is healthcare better in Belize or Panama?

Panama has more extensive metropolitan healthcare infrastructure, especially in Panama City. Belize provides healthcare services but has fewer specialized resources, especially outside major population centers.

Which country is better for retirees?
