Explore the ownership opportunities behind Belize vs Panama taxes, from holding land and enjoying a winter home to Panama’s primary-home savings and Belize’s favorable local treatment at resale.
US$75–US$150 a year. That was my estimated property-tax bill for the Secret Beach home I’m building.
That estimate was specific to that property; your bill depends on the actual assessment and location. But it shows why I look beyond headline percentages when comparing Belize vs Panama taxes. A small annual bill can change how comfortably you hold a property and how much flexibility you have to enjoy it.
Three ways to put low holding taxes to work
Buy the land now and build when you are ready. A modest annual tax bill can make it easier to hold a parcel while you develop the design and budget. Choose land that fits a real plan, including access and buildability.
Keep your winter home available for you. Lower tax overhead gives you more flexibility to block off personal time instead of making tax payments another reason to chase bookings.
Keep more of a rental’s operating budget. Lower recurring property taxes leave more available for maintenance, reserves and your return.
Insurance, management and other ownership expenses still belong in the budget. Here, the advantage is keeping one recurring cost small.
Belize’s national land tax uses scheduled unimproved land value, rather than simply the home’s asking price. The national guidance specifies 1%; municipal assessments differ. Ask for the actual parcel’s current bill early, so you can see what the advantage looks like for that property. Belize land-tax guidance
Belize asks for more of the tax budget upfront
The trade-off comes at purchase. Most foreign purchasers pay 8% stamp duty on the accepted transfer value above US$10,000. The assessment uses the greater of property value and purchase consideration; Belizeans and qualifying CARICOM purchasers receive different treatment. Belize Stamp Duties Act
On an accepted US$300,000 transfer value, that is US$23,200 in stamp duty, before legal, registration and financing costs.
Put that number beside your intended holding period. If you want a home to enjoy for years, the ongoing tax position deserves considerable weight. If you expect a quick resale, the upfront duty has less time to spread across your ownership. That can change which opportunity makes sense for you.
Panama rewards you for making it home
Panama’s primary-home treatment is worth a closer look if you intend to live in the property.
At the same US$300,000 registered cadastral value, the ordinary annual property-tax calculation is:
US$900 for a qualifying registered primary home.
US$1,720 for an ordinary investment property.
That is US$820 a year less under the qualifying primary-home treatment, before other exemptions or payment discounts. The calculations use assessed land and improvements, not simply a listing price. Panama’s official property-tax tables
The benefit comes through qualification and registration as Patrimonio Familiar Tributario or Vivienda Principal. It is worth establishing your intended use at the beginning of the search, so the cost comparison reflects how you will actually own the home.
There may also be a useful benefit already attached to a property: an approved exemption on improvements. Ask for the approval, the value it covers and the remaining term. Finding a documented exemption can strengthen a shortlist; its value depends on the actual years and tax savings left. DGI exemption guidance
Renting out the property requires two separate calculations
When reviewing rental projections, I want to see what guests pay and what the owner keeps.
Belize’s 9% accommodation tax is collected from guests and remitted to the Tourism Board. Keep that collection separate when assessing the property’s operating revenue. BTB guidance
The operator’s business tax is a separate expense. BTS guidance distinguishes 1.75% on tourist-accommodation receipts from 3% on privately owned-home rental receipts. An accountant should confirm your category and exemptions. These are gross-receipts rules: expenses do not simply reduce the taxable amount. BTS business-tax guide
Panama’s territorial system generally excludes genuine foreign-source income. That can appeal to people with income generated abroad. A rental property in Panama produces local-source income, however, even if bookings or payments come from overseas. Its tax calculation depends on taxable income and ownership structure. DGI income-tax guidance
Those distinctions make a rental forecast more useful. You can see the money available for operating expenses and returns, rather than mistaking tax collected from a guest for income you get to keep.
The sale is where Belize gains another advantage
Belize generally has no separate local capital-gains tax on a private property investment sale. If the property appreciates, that can make a meaningful difference to what remains after selling. Development and property-trading businesses can involve different treatment. Belize tax-policy assessment
Panama’s standard resale transfer tax is generally 2%, payable by the seller. Qualifying first sales of new homes have separate relief under the 2026 rules. DGI transfer-tax guidance
For sales outside the seller’s ordinary business, capital-gains rules use 10% of taxable gain. A 3% payment based on the higher of sale or cadastral value can count toward that liability or be elected as the final tax. They are not two separate final taxes to add together. Have the sale calculation prepared using your cost basis and applicable filing route. DGI sale guidance
Your home-country tax position also matters. U.S. taxpayers and Canadian tax residents should check their obligations and possible foreign-tax credits. No local capital-gains tax does not make every gain tax-free worldwide, and a missing treaty does not automatically mean paying full income tax twice. IRS guidance and CRA guidance
Let’s put the advantage beside a property you want
The combination of modest annual property taxes and favorable local treatment at resale gives Belize my tax edge for many long-term ownership plans. Panama’s primary-home savings deserve a place in the comparison if you plan to live there.
